Laurel Lacy has thirty years
of experience working at the Federal, State and local levels in strategic planning and management of disasters. She is the
principal author of hazard mitigation plans covering more than 100 counties, 500 cities and critical facilities such as the
M.D. Anderson Cancer Center. As a Certified Floodplain Manager, she is knowledgeable on all aspects of emergency management,
including floodplain management. She has participated as a public speaker on numerous symposiums on emergency management and
hazard mitigation.

Larry Lacy
has thirty years of experience in applying advanced economic analysis
to a wide range of risk management and public policy issues. Dr. Lacy has carried out numerous cost-benefit analysis
studies, research modeling, program evaluations, data management and report preparation. A consultant to the Rand Corporation, Dr. Lacy served as an economist in numerous Federal agencies, including the
Department of Defense, National Science Foundation and the National Institutes of Health.
